Do you have to have a VIP ticket to meet Justin Bieber?

Do you have to have a VIP ticket to meet Justin Bieber?
If I want to meet Justin Bieber at the Hollywood Palladium concert in February, do I have to have a VIP ticket?
Or can I have a general admission ticket and still meet him somehow?

Cause it says for VIP tickets, there's a meet and greet.
