he is all like " oh im coming" over and over
and i like love justin bieber, and im not going to let him spoil everything!!
so wut do i do
cuz he is soo not coming with me to see justin bieber

Thanks god i don't have any brothers or sisters! Anways im a big fan of JB too and if i imagined what is happening to you, i would feel the same way. The answer is try bribing him with something he really likes. You should also tell your mum about this cuz she might figure out something better that might actually work.
